The interest rates have declined and this action was left in the past.... so A is clearly wrong....

past tense for the declined happened in the first 6 months
have remained present perfect for the action happening now and in the future.

C can't be because there is a mistake in verbal times.
There are two different actions:
One, the first that take place in the past so we need the past tense.
And the other one, that is acting now from the past, so we need the present perfect.

Only E seems to be correct. I thought "steadily declined" was more appropriate than "declined steadily".

A - 'have declined' is wrong as it would suggest the rates are still decreasing today
B,C - 'remain' -> wrong tense
D - 'unchanging' is not idiomatic
E is best.
