I go with D as well.
You can solve both

for 1 I got
5^K > 15000

for 2 I got

5^k = 2500/4

1) 5^(k-1)>3000
5^k>5*3000=15000
Suf

2)5^(k-1)=5^k-500
5^k=5^(k+1)-2500
5^(k+1)-5^k=2500
5^k*5-5^k=5^4*2^2
5^k*(5-1)=5^4*2^2
5^k=5^4
Suf

But one don't need to solve that, by discovering that we could solve the equation, we could know that k, and consequently, 5^k could be solved, so 2 would be suf.
