Your profile definitely isn't typical so it's hard to say if your application would be successful or not. However, I think adcoms may think you lack focus. What are your research interests? What about your career interests after your 2nd PhD? I think these need to be stated clearly in order to gain traction with most, if not all business programs but especially so with your background.

The fundamental question that I would ask you is why do you want to do another PhD?
