I think C is the answer.

(1) INSUFF. p and q can be anything. (2) INSUFF. p and q can be anything.

Now combine p and q.

We are told p+5q is positive. And p+4q is negative. Adding one q to p+4q makes it positive, which implies q MUST be positive and greater than p+4q.

For example if p+4q = -3, then for p+5q to be positive, q MUST be greater than equal to 4. Similarly if p+4q = -24, then for P+5q to be positive, q MUST be greater than equal to 25.

So we know q is for sure positive, then the only way p+4q will be negative is when, p is negative number. Example if p+4q=-24, and 4q is positive, then p MUST be a negative number which is -24-4q.

Hence combining (1) and (2) we get that p is always less then q.
