I will go with D.

Opposite sides should be equal for a parallelogram. Statement 1 & 2 both defies this.

opposite sides not adjacent sides must be equal for the quadrilateral to be a parallelogram

Not it does not, but the question is whether the kite IS a parallelogram for sure. The answer is that we cannot determine. =>E
