I think it's E.
St 1: not sufficient. ABCD may as well be rhombus.
St. 2: not sufficient. ABCD can be parallelogram, rhombus, square, etc.

Together: Again, not sufficient. ABCD may be rhombus or square (for rhombus the condition X+Y =180 is also true).

Thus, E.
