1) The tenths digit of 10d is 7.
2) The thousandths digit of d/10 is 7.

Is there a typo in the question?

Should it be:
2) The thousandths digit of d/10 is 7

if not then the answer should be A. Since 2) implies that the ten thousands place of d is 7.

It should be "thousandth digit", sorry for the typo :?

FOR EXAMPLE, if the didgit d = 5.4735

10d = 54.735, so the tenth digit of 10d is 7, and therfore the hundredth digit of d is more than 5, stat 1 suff

d/10 = 0.54735, so the thousandths digit of d/10 =7, and therefore the hundredths digit of d is more than 5. stat 2 suff.
