From stmt1: the maximum sum will be when the numbers are 10,11,12,13,14,15,16 and their sum is less than 99.

From stmt2: the smalles and largest number could be 1 and 7 and sum will be < 99 and the smallest and largest number could be 100 and 107 and sum will be > 99. Insufficient.
