Hello,

Generally speaking, it's true. The reason is a combination of two factors: (1) Indians are a very over-represented demographic group among applicant pools for top programs, and so the adcoms will admit a smaller proportion of Indians than of the overall applicant pool; and (2) Indians tend to have higher GMATs than other groups. The adcoms will compare you not necessarily to all the applicants overall, but to applicants in your geographic, demographic, and industry groups, so as an indian your competition is both more numerous and higher scoring than average.

As an Indian applicant, they key is to develop an application approach that differentiates and distinguishes you among your demographic and industry groups.
