Answer should be E
Statement 1 is insufficient as
when x= 28 and y= -10, x+y= 18
als0 when x= 14 and y= 5 , x+y= 19
in both the above cases x+y is less than 20 but x may be >or <20 and so insufficient
Statement 2 doesnt tell anything about x so insufficient
together they are still insufficient as in the above examples y<20> but x may be >or < 20 so still insufficient
and so ans is E

The question is : x < 20 ?
(1) gives x + y < 20 - Insufficient
(2) gives y < 20 - Insufficient
(1) and (2) if y = -20 according to (2) then x < 40 according to (1) - Insufficient
I think it is the answer E.
