First simplify:

x+1>x+2y-1 ?

x>x+2y-2 ?

0>2y-2 ?

0>2(y-1) ?

0>y-1 ?

Finally, is y < 1 ?

(1) Insufficient, nothing given about y.
(2) Sufficient, y<0 so it must be less than 1.

x - y + 1 > x + y - 1

simplified version - y < 1 ?

A - not sufficient
B - y < 0 hence it has to be less than 1.
B sufficient.

Hence correct answer is B.
