Focus on 'certain important capabilities'

The correct choice must be a 'capability' to do something.

A. Is 'the output of the heart' a capability? No.
C and D. Is 'intellectual vigor' a capability? It's a quality, sure, but NO not a capability.
E. Is an 'effect' a capability? No.

B. Is the 'heart's (ability) to output under stress....' a capability? Yes!

B it is.
