I think E

A,B use the redundant "possibility" and "could"

C

overlooking what??

overlooking the possbility that

overlooking the fact that

i think C is incorrect here

E is best

EDIT: Sorry vicks...D doesnt have redundancy...actually the problem is
it suggests that the "forces" could be repeated. actually the disaster can be repeated

D does't use redundant "possibility and could" together as A & B does.
not sure which one between D & E is correct. On ground of brevity i may eliminate E...

Answer is E.

I narrowed down to D and E with the same reasoning as most of you did. But from D, what could be repeated, the forces or the destasters?!?! Not clear. E gives you the best answer with clear meaning.
