For me it looks like B coz of parallelism

all one has to do with cattle is:

1) to leave them alone to feed themselves,
2) to corral them, and
3) to drive them to market when the time is ripe

It follows the preposition+ verb+pronoun followed by phrases that support the parallel construction in each parallel items where needed (italics).

Not having to after the and in B makes question quite interesting and option, as option B will be elimated for not being parallel.

D and E are obviously wrong so eliminate them too.

between A and C, later looks logical and correct, Albeit, I am not sure, but as in A another use of "to"after "and" makes it unparallel.

Views please....

I agree. You do not need another to for it be parallel. After the first, the rest are optional. I thought so, at least.

A is not parallel
C is awkward: ... and ... and ...

I would have picked B at the Gmat
