answer choice - C. it uses the correct idiomatic expression for comparison and contrast - as... as. it also satisfies the parallel requirement when making comparisons.

i want to correct myself lol didn't even read E. clearly the correct answer.
althought C sounds good too even thought it omits the pronoun it is still acceptable.

For valid parallelism, we need to parallel 'to prevent crimes' with another infinitive form 'to ..'
