inventory turnovers can be crucial to profits.

(A) the frequency of inventory turnovers can be
(B) the frequency of inventory turnovers is often
(C) the frequency with which the inventory turns over is often
(D) how frequently is the inventory turned over are often
(E) how frequently the inventory turns over can be

I wanted to understand that can we look at option D in a way in which we are making the PASSIVE are placed to the PASSIVE is turned .

In option E it is ACTIVE turns.

Also, if option D is : how frequently the inventory is turned over are often

Would that be correct?

in A, B and C, how items are placed is not parallel with the frequency. Eliminate A, B and C.

In D, the structure how + to be + subject implies a question: how frequently IS the inventory turned over? To make a statement, the structure needs to be how + subject + verb, as in answer choice E: how frequently the inventory TURNS OVER. Eliminate D.

In Option [E] turns is not active, an active voice [E] would read - how frequently the inventory is turned over can be

if option D is : how frequently the inventory is turned over are often is incorrect - replacing can in the stimulus with are here would change the meaning entirely....i guess, that is a risk a test taker should not take when a correct option [E] is already making a perfect answer sense.
