Well, for parallelism , I would pick E. D is wrong with "how frequently is"

D is unneccessarily using a past tense ( turned). that is the problem. It is not || with the present form "are placed".

"How" should be used to make parallelism
"Often " at the end of D is redundant.

I would go with E. I narrowed down to A and E using a split. B, C, and E sort of change the meanign at the end of the sentence.
