Cellphone rate = 1/(14*60) job/second;
Laptop rate = 1/14 job/second;

Combined rate 1/(14*60) + 1/14 = 1/t --> t = ~13.77 seconds.

Answer: D.

5-second approach: since the laptop rate is 60 times (!) as high as the cellphone rate (so much higher) then the time needed for both of them working together to complete the task would be just a little less than the time needed for the laptop operating alone (slow cellphone won't help much). Only D fits.

Hope it's clear.

Yes. I also chose the ans with approximation guess. As it is clear the majority of the download will be done by laptop but phone will also do very small portion of work. Therefore, ans should be less than 14 sec but should be very close to 14 sec i.e. 13.77
