I think the correct answer is D.
A, B and C use authorities' which is awkward.
E is very wordy at the end.

other than the problem with apostrophe

called by the name of is redundant ... so it leaves us with D

joseph was called joe -> correct
joseph was called by the name of joe -> incorrect


D it is

Clearly possessive form is not desirable here. As in E group "that" would.... means that there were many such groups who were given permission for conducting tests. what if "would be called by the name of" were just "would be known as"- would that have been right/strong contender at least :?:

I picked E which was wrong. The answer is E

Health authorites' is incorrect in the context and leave us with D or E. 'would be called by the name of' is awkward and wordy.

"would be called by the name of" shows redundancy. IMO answer is D.

Is it D? First, "lead the authorities to grant" is preferred than "lead the authorities' granting", so ABC is eliminated. Than, E is wordy, I think. So I choose D
