A is the most succint while at the same time grammatically correct.

a.. Looks good but conveys that the idea came up at this particular instant
b. It was James Madison's first inaugruation Passive
c. It was not until the first inauguration of James Madison
I prefer this as the sentence leads conveys that some contrast will follow
not until xxx. ... that y happned

d. Not until James Madison's first inauguration passive
e. Only at the first inauguration of James Madison similar flaw as A
