yeah both have same ranks because there GPA are same.

IMO.

Top Third = top 33%
Top Tenth = top 10%

Hence only Option C.

Given information:

James is in top 3 percent
Nestor is in top 10 percent, but we are not given which position he is in, so he can be in top 3 percent as well.
Nestor > Nancy.

Based on all the info, only option C can be true.
