right praveen, i am going to add my explanation for option B, i changed it from C.
A) needs "can be"
C)needs "that" to point out average citizens.
D) & E) incorrect tenses.

I was choosing between B and C, but I do not like "has been" because i feel that this changes the meaning. "that" in B does bother me a little bit, but i feel B is better.
