This problem heavily relies on whether u accept 0 as even integer or not ( because I saw 1 or 2 GMAT problems, whose OE accept 0 as an even integer ).

Then A is out for N=0 (if 0 is even Integer), or for M=-2 (if 0 is not even integer)
B-out for M=N
D-out for M=2 N=-4
E- always ODD
So only C remains. But again if u do accept 0 as an even integer then here is also problem:

for N=0 and M=0, C is also out. However, In case u reject 0 as an even integer, then go with C:it is the only reasonable choice.

Definitely C . In computer science, the priority of '^' is higher than that of '*'.
c. N^|M| * N = (N^|M|) * N
