In the United States, vacationers account for more than half of all visitors to what are technically called "pure aquariums" but for fewer than one quarter of all visitors to zoos, which usually include a "zoo aquarium" of relatively modest scope.

A possible explanation:
"All Large Metropolitan Areas have zoos" indicates more number of local vistors compared to vacationers. Thus, vacationers would be a lesser fraction than wherein "Few Large Metropolitan Areas have pure aquariums".
In the second case the locals of the few metropolitan areas and vacationers would be concentrated into
these few pure aquariums thus resulting in a larger fraction of visitors being vacationers as compared to the previous case.
hence this explains the difference.
However, it was a difficult one for as well me as I was completely focussed on A, until I saw the answer.
I got foxed by the numbers in the argument and option A.
