Typically I recommend reputation and fit over value. The value is something that is temporary. Even if you paid full price to go somewhere, you would eventually pay it off and it's done. A school's reputation, however, is much less likely to change as is your experience there and your fit--all intrinsic, hard-to-value attributes of going to school. A compromise could be your approaching Tepper about upping the ante by informing them of your scholarship. If done appropriately, it could result in Teppper coming through with a little more money or perhaps a graduate research assistantship or something.
