R1 admit here.
This has been a year on year concern if you read through previous posts, but try and see things this way:
1. Kellogg wants to interview every applicant.
2. In areas of high demand ( many applicant vs few or no alumni interviewer), some applicants will receive interview waivers. I guess this is rolled out a first come first served.
3. For applicants that received waivers, if Kellogg likes the rest of your app material, they will then extend an invitation to interview (usually phone with an adcom).
4. For reapplicants interviewed within the last 18 months, (and this is just my guess cause I felt in this case), they may waive your interview regardless of wether your asked for one, and it is not likely that they will extend it later, yet don't assume it's a ding.
So unless you fall in the 3rd bullet above, there is no single reason to believe that an interview is a good sign.
For 4th bullet, the reapplicant above will be waiting til the day results are out before he hears about the outcome.
But, and in any case, every admit has been interviewed.
