I am confused on what they are looking for. I know they are not asking "Why Part Time instead of Full Time?".

I interpret the question as "Why do you want an MBA?" Do I also have to answer "Why Part Time MBA?"

"What can you contribute" is pretty clear.

The answer is Yes. They want you to point out specifically why a PT program is ideal for your situation.
