Unfairly criticized during his time, the Emperor Claudius expanded the Roman Empire to the east, constructed public works such as aqueducts, having passed laws for protecting the rights and freedoms of Jews throughout the Empire.

A. having passed laws for protecting
B. having passed laws to protect
C. having passed laws that protected
D. and passed laws for protecting
E. and passed laws that protected

which one would you choose between D & E and why?

For maintaining parallelism in the sentence.
the Emperor Claudius expanded the Roman Empire to the east, constructed public works such as aqueducts, and passed laws that protected.

even the Emperor Claudius expanded the Roman Empire to the east, constructed public works such as aqueducts, and passed laws for protecting. seems parallel!!
