The correct answer is 3.
However, I find 2 more suitable.

Can anyone reason on answers 2 and 3?

the issue here is "..in the absence of restrictions lawyers will increase their fees..". Thus author's first generalization will not hold if the issue formulates. Second is the proof to it.
