no, there are housing laws they must follow. I suggest you find your housing through some kind of agency. the fee they charge is about 300 pounds or one month rent, but the contracts are solid, which means you ll be paying month-on-month with 1-2months deposit max.

thats ridiculous, how does anyone have the right to ask you what you are doing here in London. They can't prejudice you because you are a student, or race or religion. The "deposit" is there for a reason, which is a form of guarantee against payment delinqency or damage to property beyond normal wear n tear.
I ve lived in the UK before, and I've never heard of anything like that. I think you better talk to other agencies besides this "relocation services", sounds like a bunch of swindlers to me.
