C, allow sb to do st


we can't use the future or the present after the verb to allow, in this case. The action was in the past. Thus, only C avoid present and future and is best

instead of

that allows registered nurses who are trained specially to diagnose and treat

would it have been correct?

I was thinking the same thing, but then maybe C is better because it's more concise?
