Do you think the use of 'that' calls for a singular verb?
If it had been 'those' instead of 'that', make his letters.. instead of makes his letters.. been correct!

make is the verb to be used w/ powers - powers that make his letters as a group the rival of the best novels of the time.
make is plural here. He makes/ They make...powers make

makes no sense to me, but then again i'm no grammarian.
