Hi Rohit,
The correct idiomatic usage of substitute is - substitute x for y
Therefore eliminate A, C, E
D is incorrect as it should have "emphasizes" instead of the incorrect usage of 'emphasis is' which should be followed by 'on' rather than 'that'

Also in D "Ms. Burton’s emphasis" is not comparable/parallel to "the educators"

It's a Idiom question. (substitute x for y)

I think it is easy question and not a 700 level for sure.
