(B) does any other city

I read somewhere that do is used for plural and does for Singular.
Here we are talking of Mexican American restaurants, so shouldnt we use DO?
please advice,

No....Does is correct

we are not using does for Mexican American restaurants as you have said but it is parallel to has in the sentence which is singular.....

Does here refers to has !!!

i think "has" refers to San Antonio and "does" refers to any other city.

(A) any city does - any city includes 'San Antonio' also
(B) does [has] any other city - CORRECT
(C) other cities do - 'San Antonio' should be compatred with city and not cities
(D) any city - any city includes 'San Antonio' also
(E) other cities - same as C
