I read somewhere that do is used for plural and does for Singular.
Here we are talking of Mexican American restaurants, so shouldnt we use DO?
please advice,

No....Does is correct

we are not using does for Mexican American restaurants as you have said but it is parallel to has in the sentence which is singular.....

Does here refers to has !!!

i think "has" refers to San Antonio and "does" refers to any other city.

Request you not to write your queries/answers/opinions in question window. It prevents ppl from analysing the question. The whole purpose of GMAT Club forum goes wasted by doing so.

all of us have enough grammar rules to do this question. the point is meaning analysis. this is so simple but change the way of thinking of sc

I agree with you that in this context B is intended meaning not C.

if C stands alone , C is ok. But in this context of the sentence , C is not logic
