ooooppppsss...... edited...

1. (80) + 10 = 90
2. (90 - 9) 1.1 = 89.1
3. 90
4. 90 (1.1) -10 = 89

B is the correct answer...here is why

internet : total $80 + $10 =$90
store x : total (90-9) + 81*10/100 = 81 + 8.1 = 89.1
store y : total = $90
store z : total (90+ 9) -10 = 89

I came up with $89

Cost calculations are below:

Internet : 80 + 10 = $90
Store X : 90- (90x0.1) +(90 - (90x0.1))x0.1) = 90-9+(90-9)x0.1 = 81 + 81x0.1 = 81 + 8.10 = $89.10

Store Y : $90

Store Z : 90 + 90x0.1 -10 = 90+9-10 = 99-10 = $89

Lowest price $89
