I am not clear why the ans choice is D.

If we can conclude from the given statement that x is even and how does the statement 1 and statement 2 help to resolve the problem?

1. statement 1 is sufficient by solving it

2. y/x is not odd
if y/x is not odd then it is even

for y/x to be even any one of x,y should be even and we know that if x or y is then xy is even

so both the statements are sufficient

You really don't need to solve this problem. You can answer it as D without even looking at the statements.
Simplify the equation like this: $$6(x-1) = y$$
From this equation we know that y must be even. So $$xy$$ must be even, no matter what the value of x is going to be. Also remember that 0 is considered as even number, so you can simply conclude that $$xy$$ is even.
