let the number be 100a+10b+c

st.1 ) if c=1 or 0; then tens digit will be 5 and if C=2 (or greater than 2)then tens digit will be 4
as different values of tens digit are possible for different values of c hence insufficient

st.2) C+9 will yield unit digit of 7, when C=8. Since no information is provided about tens digit hence insufficient

combining 1 and 2 we know that, if C is greater than or equal to 2 then tens digit is 4. hence sufficient.

Thanks for the explanation but I am still not able to interpret the statements correctly.

What does "The tens digit of X+8 is 5" mean? is it that 10b + 8 = 5 ? or what ?

let's assume for the sake of simplicity that X is a two digit number 10b+c

then X+8= 10b+c+8

now if C=0 or 1, then ten's digit b will be 5 and possible answer could be 58 (10(5)+0+8) or 59 (10(5)+1+8)

if C=2 or greater than 2 ten's digit will be 4 because 2+8 will generate a carry of 1, now for b to become 5, it value must be 4

x is some number and x+8 is also some number. For example, if x=150, the x+8=158 and its tens digit is 5.

Does this make sense?
