However the question is not very GMAT like.

Lets go to each option at one time -
A) There are more staff members in Accounting than in Billing.
-> Doesnot relate to high volumes in BIlling.Hence, doesnot support the Head of Billing position.
(B) Two years ago, expenditures in Accounting for clerical supplies were the same as were expenditures that year in Billing for clerical supplies.
-> Para doesnot require explanation on increasing Billing Expense and reducing Accounting Expense.
(C) The work of Billing now requires a wider variety of clerical supplies than it did in the past.
-> Wide variety doesnot mean large volumes.
(D) Some of the paper-and-pencil work of both Accounting and Billing has been replaced by work done on computers.
-> Doesnot relate.
(E) Members of Accounting found the clerical supplies cabinet of Billing more convenient to go to for supplies than their own department’s cabinet.
-> Supports the fact why Billing's supplies volumes are higher than accounting.Offers a good position to Head of Billing.
Thus E is the answer.

I think the question is Sub 600 level.This gives a sense of mixed level of question on which gmat tests us

Manager: Accounting and Billing are located right next to each other and the two departments do similar kinds of work; yet expenditures for clerical supplies charged to Billing are much higher. Is Billing wasting supplies?
Head of Billing: Not at all.
Which of the following, if true, best supports the position of the Head of Billing?
(A) There are more staff members in Accounting than in Billing.
(B) Two years ago, expenditures in Accounting for clerical supplies were the same as were expenditures that year in Billing for clerical supplies.
(C) The work of Billing now requires a wider variety of clerical supplies than it did in the past.
(D) Some of the paper-and-pencil work of both Accounting and Billing has been replaced by work done on computers.
(E) Members of Accounting found the clerical supplies cabinet of Billing more convenient to go to for supplies than their own department’s cabinet.

'C' mentions that Billing now requires wider variety of clerical supplies than earlier... It does not say wider variety when compared to Accounting. Some could say " so what.... even accounting now requires wider variety of clerical supplies than earlier. hence "C" is wrong.

" E" is not clear. Is Billing using more supplies only because it has a more convenient Cabinet...and accounting guy not doing his job completely since he is using less supplies as his cabinet is not convenient....Or is it that Accounting guys are going to billing guys to collect supplies and hence more expenditure is being shown against billing guys? Logic of both these choices are week......The only reason to select this as answer appears that bal four choices are out rightly incorrect.

To support the Billing Head, we need another explanation for the higher expenditure of the Billing.

A) More staff doesn't guarantee higher expenses
B) The story 2 years ago is irrelevant
C) Wider variety of supplies doesn't mean higher expenses.
D) Irrelevant
E) Correct. The higher expenditure of the Billing could be attributed partly to the members of the Accounting => the Billing isn't wasting supplies

Two nearby departments (A & B) doing similar work but clerical supply charged to B is much higher. The question was raised whether the increase in charges was due to the fact that "B is wasting the resources". What could be the possible reasons, I thought of following concerns before going to answer choices:
1. The number of employees in B are more than A
2. B was charged more than A for the same supplies

Now lets move to the answer choices:
(A) Yes, it could be
(B),(C) and (D): Out
(E): Correct Answer. Since the members of A are using the supplies actually billed to B. This is the correct answer.

Choice (A) is incorrect. Although premise says that both departments do similar kind of work and hence one inference would be that both departments MAY require similar sort of supply or MAY be different supplies due to difference in requirements/competencies/usage/wastage of the people in either departments. We can not conclude it precisely.

Why (C) is Wrong.

Question states that "yet expenditures for clerical supplies charged to Billing are much higher. Is Billing wasting supplies?

Clearly a solid explanation is required to show that why expenditures of Billing are high compared to Accounting.

(C) The work of Billing now requires a wider variety of clerical supplies than it did in the past.
This simply states that Billing now requires wide variety of supplies. It can imply that the expenditure is also increased. But nothing to show the comparison, as it could be that Accounting expenditure has also increased during this time.

Only (E) refers to a valid comparison to expenditures by both departments
