Looks E to me

Islamic political militancy needs to be manifested.

and need parallel construction

in the rise of .... and in the victory of ....

E is clear. Parallelism is the concept being tested.

A is wrong because it does not say "in the rise of Wahhabis"

B is wrong because it does not say "in the Sanusi"

C is wrong (of and in)

D is wrong (Sanusi again)

E is correct.
