IMO C ....

From the SC.. it looks like either both reflectors and headlight are rudimentary safety equipment. Or there are total of 3 elements reflectors, headlight and rudimentary safety equipment... either way the usage of neitehr ..nor or either ..or is not a good option/construction here.

Neither nor either or usage ( B C D out)

My answer is E. The reason why I pick E over A is because unprotected and neither are both negative and two negative words together changes the original meaning

So can you use like either X, Y or Z... I thought its only either X or Y (no third element)

It should be C
E if it were ether X and Y or Z, then it will be correct choice

I will go for C.

unprotected is already showing negation. Hence, neither is wrong.

Also, since there are more than one nouns hence, either....or is not suitable.
