1. consumers - concerned about the ecological effects of wasteful packaging
2. Stores - Introduced new cleaning products====> smaller containers , use less plastic & less transportation space.


It might be possible that the Stores introduced the new clearing for their benefits rather than consumers concern of ecological effects.

Hence IMHO (D).
