For me, I choose B.
I choose it because when I read the sentence "should lead to lowering", I immediately processed it as "a lowering of"...

Parallelism is tested here...we a lowering, to be parallel with a surge...etc...
C breaks the parallelism by adding, along with..which is incorrect.
