I am going to go with A.
Policy Makers is a plural subject. You need a plural verb are at the end of the underlined portion. Hence D and E are out. C makes it sound like the policy makers are almost certain whereas it is the financial experts who are certain. Between A and B, I think A is idiomatic - view as...

It seems to me that policy makers are certain and not financial experts.
I am bit confused now.

no mistake with the original .. A for me
plural subject and plural verb "are"
and A states clearly
