I am going to go with A.

Policy Makers is a plural subject. You need a plural verb are at the end of the underlined portion. Hence D and E are out. C makes it sound like the policy makers are almost certain whereas it is the financial experts who are certain. Between A and B, I think A is idiomatic - view as...

By elimination, I choose A.

A is better, others are worse.

It seems to me that policy makers are certain and not financial experts.

I am bit confused now.

Please explain.

B/D/E : View .. as is the right usage.
B/D "that of " is wrong
C : who is wrong, remove the phrase btw the commas and read
E : Which refers to what?

E --> 'is' is wrong for plural 'policy makers'
B,D --> 'that' of' points to nowhere
C --> appears to suggest reserve is viewing the economy

A is okay

no mistake with the original .. A for me

plural subject and plural verb "are"

and A states clearly
