i think its B. the author searches for an additional value that supprorts the lack of publication by the manufactures. B it is.

A. "Cost" is irrelavant
B. shows how the new book will help customers to know about the products they purchase - Correct
C. Since the residents of Colovia are committed to using products containing recycled material, lower grade of material/quality of the
product is irrelavant
D. The question is whether the new book will help "increase" in the use of products containing recycled material. If a particular
product uses recycled material for all brands, there is no question of increase-in-use-of-products-with-recycled-material
E. price and availability - irrelavant

we need to find the link between the premises and the conclusion.
premises:
1.Many residents of Calovia are committed to using products containing recycled materials.
2.Soon these consumers will get help in identifying such products from a book being published by the Calovian government.
3.The book offers a comprehensive listing, by product type and brand, of goods sold in Calovia that contain recycled material.
conclusion:
Therefore, publication of the book will almost certainly increase the use of products containing recycled materials in Calovia.

Question: Why will the book increase the use of recycle material?
Answer: The book will disclose products that contain "hidden" recycle material. Once these products are known, people will start buying them.....

IMHO it should be B as the argument further justifies the buying decision which is the premise of the book.
