I'll go with D..

because the coorect option requires "fewer" rather than less....

and moreover aides are countable so D is the best choice

I guess, E is wrong also because "fewer than needed aid" has a different meaning from "fewer aid than what they needed".

aid is different from aides and aid is not countable as aides are. E is awkward

D :).
Because aides can be counted... hence fewer(D) as opposed to less(A)
