Conclusion: Critics of the proposals argue that the outcomes of public referenda would be biased.

Assumption: since wealthy special-interest groups are able to influence voters’ views by means of television advertisements.

choice C is the counterpart of the assumption.

therefore, C is the best.

(C) clearly states that wealthy special interest groups can influence the outcome of the vote as they can afford to pay for the tv ads
