5 inches is 2.5 hours so it means that 1 inch is 0.5 hours, i.e. 30 minutes
In one hours at 60 mph, he will have driven 60 miles so in 30 minutes it is 30 miles.

In other words

at 1 inch corresponds 30 minutes
at 30 minutes corresponds 30 miles

so at 1 inch corresponds 30 miles. The scale is draw 1/30

Pete covered 2.5*60=150 miles which correspond to 5 inches on the map --> scale in inches per mile is 5/150=1/30.
