Have a general question. I scored a 700 on my gmat, and have over 4+ years of experience at various top investment banks on the street, average 3.0 GPA ... do I have a shot for the top 5 or top 10 school? I am contemplating whether I should re-take the GMAT.

With strong essays yes. Your 3.0 GPa is in the range, your gmat is in range. Some of the ultra-elites will be harder, but schools in the lower top 10 should be feasible.

For comparison, I have a 3.0 gpa and 730 GMAT and just got an interview invite to Cornell (not top 10) and GSB (definetly top 10). No admits yet, but its a ballpark figure to work off of.

See admissions411.com too -- look at last year for various schools. It'll be very heplful.
