Which of the following is an assumption on which the media secretary's argument depends?

Since the question asks the dependency of the argument it should be B(plz look at the colored sentence in argument), if the question were to ask about the dependency of Conclusion it would have been C.

Use the word "However" to identify the Argument and the conclusion. There are 2 assumptions 1 in the argument and the other in the conclusion.

Since the question is "Which of the following is an assumption on which the media secretary's argument depends?" --> derive the assumption from the argument.

"They offer as evidence the fact that 90 percent of the projects canceled were in such districts." --> assumption derived from the argument.

So from this we derive answer B.

As I understand,B is not an assumption at all.It's a fact as mentioned in
'They offer as evidence the fact that 90 percent of the projects canceled were in such districts'.
please clarify.
