So, it must be between E and A since only those two have the right verb form.
Why E and not A? Is it wrong that they left out the 'company' or is 'with states opening...' wrong?
Please explain.

Cheers!

Looks like there are more than two problems with 'A'
1. 'Gas and Electric Company' - is it 'one company' or 'two different'....who knows?
2. 'marketing network for utilities' is wrong..... 'network for marketing the utilities' is the correct usage as per the context
3. '....with states opening their utility markets to competition'. Again, looking at the context of the sentence (the merger is intended to do X as states do Y) , '.......as states do Y', is correct

E. We are dealing with 2 separate companies. Gas & Electric company makes it sound like 1, you need to separate them into 2.
